백성은 못하는 일이 있는데,

법은 못 할 일이 없구나

마음은 못하는 일이 있는데,

권력은 못 할 일이 없구나

 

民有所不爲(민유소불위)

法無所不爲(법무소불위)

心有所不能(심유소불능)

權無所不爲(권무소불위)

 

There are things that the people cannot do,

There is nothing the law cannot do

There are things the heart cannot do,

There is nothing power cannot do
